Palestinian Family Planning and Protection Association

Palestinian Family Planning and Protection Association (PFPPA), aims to raise the standard of living of the Palestinian people by providing them with quality sexual and reproductive health services, especially in areas where adequate services are not available. It aims to raise the level of knowledge and develop life skills for all young people of both sexes in the field of sexual and reproductive health, recognition of their rights, providing sexual education for women, and a life free from violence and discrimination. As well as supporting the right of women to choose the number of pregnancies and the appropriate times for them, in addition to the right to safe abortion for medical reasons and in accordance with the provisions of Palestinian law. The association seeks to eliminate all sexually transmitted infections and avoid the spread of HIV/AIDS. It aims to persuade stakeholders, advocate for sexual and reproductive health rights, and strengthen partnerships with other organizations.

In partnership and through the support of the UNFPA, PFPPA currently leads a network consisting of 11 partner organizations – Hemaya network -  as the coordinating body aiming to provide multi sectorial services for Gender Based Violence (GBV) survivors in East Jerusalem and improve women access to GBV related services, realizing that civil society and community-based organizations are well-positioned to leverage their potential as agents of change together to early detect GBV cases, provide needed services and respond to immediate protection needs .

 Abu Hwaij Assurance and Consulting Services was contracted to develop a clear and concise referral pathway and policy between current and potential Hemaya network program members/ other external actors that will facilitate and ensure GBV survivors and/ or women that seek protection in Jerusalem can obtain such any of multi sectorial services available securely, confidentially and without discrimination or stigmatization.

The Pathway will include a comprehensive mapping of services available and potential members and/ or services to include within the network either directly or indirectly. In addition, the pathway will include how to deal with the diversity of cases that can be expected to be received by the members and define the referral system (including forms, records, mechanism, etc…) that is to be undertaken by them in order to ensure women have access to all multi-sectorial services available. This is in addition to the production of Standard operating procedures and guidelines that illustrate the referral process.
